Decentralization: Consideration of a Bill

On August 31, 2015, at an extraordinary session of the 8th convocation of the Verkhovna Rada of Ukraine, prior to adopting a decision, members of parliament expressed various views on the Draft Law on Amendments to the Constitution of Ukraine (regarding the decentralization of power).

Reference: the draft law on amendments to the Constitution of Ukraine (regarding the decentralization of power) is a draft law of Ukraine on the decentralization of power linked to the 2015 administrative-territorial reform, which provided for:
— defining a community as a unit of local self-government;
— the introduction of the position of prefect at the local self-government level;
— a special procedure for the functioning of local self-government bodies in certain districts of the Donetsk and Luhansk regions.
