On April 27, 2011, representatives of 14 opposition parties at a rally in Kyiv adopted a resolution demanding the immediate cancellation of the so-called "Kharkiv agreements" on the extension of the temporary stay of the Russian Black Sea Fleet on the territory of Ukraine until 2042.

The Party of Regions, on the other hand, called the Kharkiv agreements "an unconditional victory for Ukrainian diplomacy" and "the first real and convincing success" of the government in defending Ukrainian national interests in the last 5 years.
