In Kyiv, on May 28, 1997, the heads of government of Ukraine and Russia signed a series of documents on the status and conditions of the Russian Black Sea Fleet's stay on the territory of Ukraine. The agreement was aimed at further “development and strengthening of friendship and cooperation” between the two countries.
