Background: The second Russo-Chechen war began in September 1999 after Russian President Boris Yeltsin signed a decree on the creation of the Joint Group of Forces for the invasion of Ichkeria. The battle for Grozny (1999-2000) became one of the key events of the war, as a result of which the Russians destroyed and captured the city. The conflict lasted until April 16, 2009, when Russian authorities were installed on the territory of Ichkeria.
