Born on September 11, 1941 in Chernihiv Oblast. In March 1990, he ran as a candidate for the Communist Party of Ukraine (he left the party in 1991) and became a deputy from the Makariv district. Under the chairmanship of Ivan Plyushch, the Verkhovna Rada of Ukraine ratified the Bialowieza Agreement on the termination of the existence of the USSR. In the elections to the Verkhovna Rada in March 1994, Ivan Plyusch ran as a non-party member, but soon joined the People's Democratic Party (NDP). On May 12, 2007, Viktor Yushchenko appointed Ivan Plyushch as secretary of the National Security and Defense Council of Ukraine. He died on June 25, 2014 from cancer.
