Reference: "The Rizak Case" requires the former head of the Zakarpattia Regional State Administration, Ivan Rizak, to be charged with organizing a large-scale corruption scheme and abuse of power. Ivan Rizak was arrested in August 2005 on suspicion of participating in organized crime groups that were involved in smuggling goods, embezzling public funds, and other corrupt activities. Other charges include inducing the rector of Uzhhorod University, Volodymyr Slivka, to commit suicide, receiving a particularly large bribe from the director of one of the bread factories in the Zakarpattia region, and forgery (charges of issuing employee certificates on a voluntary basis). The court acquitted Ivan Rizak because it did not find elements of a crime in his actions.
