Reference: The abolition of the death penalty became a condition for Ukraine's accession to the Council of Europe. In 1997, a moratorium on its implementation was introduced, and in 1999 the Constitutional Court declared the death penalty unconstitutional. In 2000, the Verkhovna Rada finally removed it from the Criminal Code.
