Background: On October 10, 2022, Russian forces carried out a large-scale missile and air strike on Ukraine, targeting mainly civilian and critical infrastructure. At least 14-20 people were killed and another 97-108 wounded. Many infrastructure facilities were damaged, including power plants, residential buildings, and critical facilities in several regions and in Kyiv. There were major power outages, leaving parts of Lviv, Poltava, Sumy, Ternopil, and other regions without electricity.
