Reference: On November 26, 1944, in Mukachevo, in the presence of representatives of the repressive organs of the USSR, the First Congress of Delegates of the People's Committees of Transcarpathian Ukraine was held, which adopted the Manifesto on the “unification” of of Transcarpathia with Soviet Ukraine and elected the highest authority — the People's Council of Transcarpathian Ukraine.
